I'm assuming that Parnas (and possibly Fruman) still took the trip, although Giuliani backed out of his own.
Maybe Parnas and Fruman spoke to Zelenskyy's associates (poss. Avakov or Bakanov) and was told that Zelenskyy wouldn't be forced to announce the Biden investigation.
