All this talk of mac and cheese has me hankering for some fried macaroni. We didn't eat much pasta in my family. It's not really a Scandinavian staple and also, if you're poor and live on a reservation, you don't get food stamps, you get commodities (at least when I was a kid)
That was true even for white people living on the reservation when I was growing up. I have no idea what the rules are now. It's the paternalism of not trusting indigenous people to buy their own food plus subsidizing American farmers, especially dairy farmers.
We got so much butter. And really, commodity cheese is the best cheese. And commodity canned chicken to make chicken dumpling soup is amazing. So, there were some good points, but no agency. We got canned vegetables, canned fruit, canned meat, butter, cheese, and dried milk.
Anyway, we put milk and a little butter on macaroni with some salt and pepper. I still live a dash of milk on macaroni.
Leftover pasta could be fried with some onions and butter, browning it so it was a bit crispy. Try it!
