I think this is both right and wrong but also disguises the point that the key issue is spend per head.

C.22% of the English health spending goes to organisations that are not NHS trusts or other statutory bodies

Nearly all “NHS” GPs, dentists, pharmacists & opticians = Private
What has changed (& this is maybe the 7% figure that Fiona Bruce mentions) reflects a change in hospital and Mental Health services.
But even how we got there is poorly understood maybe because the structural NHS changes that facilitated this occurred under a Labour Government that WAS putting far more spend per head and % of GDP than has been the case in recent years.

But a lot, I would suggest, depends upon those Lexiter MPs who have helped Brexit and the Tories along so often, and tried to deceive over the sexurity of WAIB amendments

In their report Kirton & Guillaume said the privatisation had been carried out in the face of “massive opposition from criminal justice experts, senior probation leaders, the unions representing probation workers, and the workers themselves” and with “no meaningful consultation”
It was only earlier this year the Government were crowing about the extra 40k offenders EACH YEAR now subject to supervision.

@NHSEngland Same applies to @NHSScotland where, according to this piece, some NHS trusts are also threatening staff inappropriately.
