I think this is both right and wrong but also disguises the point that the key issue is spend per head.

C.22% of the English health spending goes to organisations that are not NHS trusts or other statutory bodies

Nearly all “NHS” GPs, dentists, pharmacists & opticians = Private
What has changed (& this is maybe the 7% figure that Fiona Bruce mentions) reflects a change in hospital and Mental Health services.
But even how we got there is poorly understood maybe because the structural NHS changes that facilitated this occurred under a Labour Government that WAS putting far more spend per head and % of GDP than has been the case in recent years.
