We could attempt to import other better-performing countries' systems wholesale, but unless we have an equally competent administrative class, the effort is probably doomed.
This is the first piece I've seen that recognizes this as a massive problem, offers a plausible account of the history of the decline of this skill in the US, and suggests ways to rectify it. That has to be prefatory to any plan to use the government to change anything.
