NEW: Leaving Pelosi’s office, Eliot Engel told us that there will be an announcement TOMORROW - likely 9a - to lay out the articles of impeachment. He wouldn’t say how many articles there are, what’s in there and whether Mueller evidence will be in there.

”This is not a happy day ... but I think we are doing what we have to do,” Engel said

He expected the announcement will be made by the key Democratic chairmen - Jerry Nadler, Adam Schiff, Maxine Waters, Carolyn Maloney

At a meeting with Pelosi and leadership team, Dems debated whether to include article of obstruction of justice that details allegations in Mueller report. One source said it appeared getting votes to pass article of obstruction of justice out of the House could be difficult.
