It's not an attempt to make Muslims second class citizen, we already are second class citizens. From Topsia to Juhapura, Jamia Nagar to Mumbra, see how Muslims live without basic needs, which everyone else is rather entitled to have. 1/n
Clean water - Nope
24x7 electricity - Nope
Taxis saying no to go there - Frequent
Get a credit card while living there - Difficult
Buy a house anywhere else - Difficult
24 x 7 water supply - Nope, get your own boring done. Oh wait, that's illegal. So how do I get water? I don't know. Roads - Nope
Garbage lots - wait, what's that, there is filth everywhere.
Open drainage - everywhere, literally poop floating in the streets.
Trying buying house in neighbouring non-Muslim areas of Gujarat - Nope, Disturbed Area Act bro.

Oh wait, no, you buying property will lower the property rates. I kid you not, that's 100% true. Read yourself.

Traffic jam - worst. It takes me 35 minutes to reach Jamia Nagar from CP and 40 minutes (1.5 km approx) from Batla house to Abul Fazal Enclave (during peak hours).

Oh around 8-12 lakh Muslims live around this area.
Muslims face fairly high levels of poverty. Their
conditions on the whole are only slightly better than
those of SCs/STS, though slightly worse in urban areas.
According to NSSO data, overall 22.7% of India’s
population was poor in 2004-05 (251 million people),
with SC/STs together as the worst off (at 35%), followed
by Muslims at 31%.
As many as 25 per cent of Muslim children in the 6-14 year age group have either never attended school or have dropped out. This is higher than that of any other SRCs. Sachar committee report
Many banks have designated Muslim concentration areas as ‘negative or red zones’, where they do not give loans. Muslims also find it extremely difficult to get a guarantee from a government official (which is the stipulated requirement laid down by the banks) - SRC report
Poverty and exclusion are two different things. What if you could afford things and still not get it? There are many tax payers who could afford things but still not get it because of over-exposing discrimination in their daily lives.
