The vigilante killings related to blasphemy and accusations of blasphemy before and after the passing of the blasphemy law (295-C) has increased.

In 1991 a petition in the Federal Shariat Court to declare blasphemy a hudd offense without provision for pardon. The court looked towards a bench of 7 ulema on the question of pardon.

4/7 ulema stated that blasphemy was a pardonable offense (death penalty is not fixed)

The FSC judgment was challenged, Ismael Qureshi (architect of the law) made a phone call to Muhammad Sharif, the father of NS..

In response, Muhammad Sharif called his son, the PM of the country, & instructed him to get the petition withdrawn
