The Justice Department's Office of Legal Counsel, which advises the Executive Branch on major legal issues, today issued a 38-page opinion that the 1972 ERA is dead and cannot be resurrected by state legislatures or Congress. Further details will follow here at @ERANoShortcuts. Image
This opinion defines the position of the Executive Branch. It means that the Archivist of the United States may not certify the ERA as part of the Constitution, after Virginia submits "ratification" papers, because there has been no ERA actually before the states since 1979. Image
The opinion is posted on the Office of Legal Counsel website at this URL:

1-8-20 from National Archives: J ustice Dept. OLC has determined "ERA Resolution is no longer pending before the States," so "adoption could not be certified." "NARA defers to DOJ on this issue and will abide by the OLC opinion, unless otherwise directed by a final court order." Image
