Just met an old friend of mine, a mid-tier Marwari businessman. Has been a @narendramodi supporter, but is extremely frustrated with the bureaucracy.

Rather then rein in the bureaucracy, Modi over-relies on it. Even Ministers are powerless, power flows from a centralized PMO.
@narendramodi Colonial bureaucracy was never designed to serve the people, only to control them. Complete overhaul is needed. Turn the government into a customer service org. For each ministry, define the customer. Have independent feedback survey mechanisms to measure customer satisfaction.
@narendramodi The govt must align with how India works. Traditionally India is:

1 Highly decentralized
2 Uses societal, not govt mechanisms.
3 Informal economy.
4 Uses network models.
5 Trust-based oral transactions

English, formal economy, excess digital push are all negatives for economy.
@narendramodi It is at both. BJP is averse to problem-solving even in the states, ministers don't want to help or get involved because this is seen as corruption. "Process" must rule—this is highly un-Indic.

As a result there is no "sunvayi", bureaucracy rules.

@narendramodi Informal economy generates employment, also powers formal economy. Why this obsession with tax? You want govt to get tax or the economy to flourish?

The govt is also hard to deal with. The entire GST is ENGLISH-only. Registering company is a nightmare

@narendramodi No, fix the system. Make it easy for small business. Street vendor will hire lawyers to register a company, CAs to file taxes, deal with stacks of English verbiage?

It's not time. The govt attitude hasn't changed in 70 years. Don't fix people, fix govt.

@narendramodi Comments here reflect the same problems as the govt thinking—suspicion of business, obsession with English-only "formal" economy.

The sabzi wallah will earn cash, then buy a TV, buy a scooter—even buying has been made hard. Get rid of onerous tax filing, make it simple, Indic.
@narendramodi I've said it over again. The colonial state is the problem. Whenever we imagine the state needs to "fix people", "change habits" it is the civilizing mission. It is not the job of the state to fix people, but to represent them. The State must be work to be responsive to people.
@narendramodi In the Christian worldview, centralized control is necessary since without "god's law" human beings are brutes and there will be chaos. The State must control the people.

It is never how India has worked. Society, not state has been paramount.

@narendramodi Who is talking about voting for the Congress? It seems BJP supporters are as immune to feedback from well-wishers as the leadership is.

Repeat after me: informal economy is good. Cash is good. Simplify & dismantle bureaucracy. Have feedback mechanisms.

@narendramodi The govt keep talking about increasing tax base. Why?

Can a kiryana shop in Tamil Nadu file taxes in Tamil? No.

The govt mostly gets taxes from top corporates. Exclude all under-100 Cr business from tax. See economy zoom. Decrease tax base.

@narendramodi "Corruption" is an artifact of government systems. Fix the government system. Answer is not more bureaucracy or digitization, but simple customer-responsive processes. Evaluate all levels of govt on customer satisfaction, not just top-level democracy.
