It turns out, @ozm has found, that wikiHow sources its graphics from freelance artists around the globe, primarily concentrated in the Philippines.

In one case, a freelancer described pay as low as $.40 per image. read.medium.com/uJ9KaNC
Eight artists based in the Philippines, and one in the U.S., confirmed that they’d created art on a freelance basis at some point for wikiHow.
