JUST IN: The House says Trump's top impeachment lawyer, White House counsel Pat Cipollone, is a "material fact witness" and must disclose evidence before the start of the trial.

Don’t forget, Bolton could have taken the same deal his subordinates did to tell his story to House investigators — and he had a second shot when the district court cast doubt on WH ‘absolute immunity’ claims — but he fell back on his deputy’s lawsuit as a reason to keep silent.

Trump only lifted his hold on aid because he got caught.
There is no other explanation.
Witness after witness testified that, just as they were never told why Trump was withholding aid, they were never told why he was releasing aid—$18 million of which still hasn't reached Ukraine.
It's not just that $18 million still hasn't reached Ukraine.
It's also that, by the time the rest was released, the damage had been done—both Russia and Ukraine had gotten the message from the hold.

In the early August email exchanges, Mulvaney asked acting OMB director Russell Vought for an update on the legal rationale for withholding the aid & how much longer it could be delayed.

Trump made the decision in July w/o an assessment of the reasoning or legal justification
Emails show Vought + OMB staffers arguing that withholding aid was legal, while officials at the NSC & State Department protested.

OMB lawyers said that it was legal to withhold the aid, as long as they deemed it a “temporary” hold, according to people familiar with the review.
