@ChuckRossDC Case Agent 1’s misdeeds are scattered throughout the inspector general’s report. The unidentified agent was involved in a lot; opening the case file on Carter Page, handling Halper, filing FISA paperwork, and conducting interviews with investigative targets and witnesses.
@ChuckRossDC This genius agent still at FBI interviewed Steele's main source. Regarding the comments from Steele’s source, the agent told the IG that it “did not occur” to him that they contradicted the dossier.
The US is safe in his hands!

That happened in August, September and October and it all came back exculpatory. People said don’t know what you are talking about. It is exculpatory not only as to the relationship with the Russians but as to the specific facts.

just pressed ahead but they never informed the court. They were told they didn’t have probable cause to get a warrant so they took the Steele Dossier which they had done nothing to verify and they used that to get the warrant. Collapse everything. They withheld from the court /3

It was a lucrative business for Stefan Halper. Stefan Halper was paid $282,295 in September 2016 for “research and development in the social sciences and humanities.”

Although many media organizations are trying to focus on the IG’s finding that the @FBI was within its rights in opening the initial counterintelligence investigation, it should be noted that this was not the focus of the IG’s investigation.
However, Horowitz did note that he had material concerns about the @FBI’s legal ability to open an investigation into the campaign of a presidential candidate:

Well it's official the Justice Department IG’s report into the Russia collusion investigation lays out incontrovertible evidence that the FBI misled the FISC through false information and omissions, and altered documents. Woods procedures were out the door.
The evidence that the judges were misled is so damning that it could provide grounds, I full expect Barr, to withdraw the FBI’s application for the FISA warrants that began in October 2016 to target Carter Page, and esponge them from his record.
Such a move, while mostly legally symbolic since the probe is long since closed, would still amount to a resounding rebuke to an FBI probe that the bureau, Democrats and their media allies relentlessly defended.
