Bloomberg is not just being racist here, he is lying (or at least is ignoring facts established by the judge in the case, Floyd v. New York which found Bloomberg's stop-and-frisk program violated the Constitution in its discriminatory application. Some facts /1
NYPD made 4.4 million stops between January 2004 and June 2012. Over 80% of these 4.4 million stops were of blacks or Hispanics- with 2.3 million frisks.

In 98.5% of 2.3 million frisks, no weapon was found, making whole thing a fishing expedition. /2

Despite low identification of weapons, in 23% of the stops of blacks, and 24% of the stops of Hispanics, the officer recorded using force. The number for whites was only 17%.

But a violent deprivation of rights for overwhelmingly innocent people. /3
The judge, using data from the NYPD itself, found at least 200,000 stops were made without reasonable suspicion, very likely higher- a massive and pervasive violation of rights. /4
Blacks were 30% more likely to be arrested (as opposed to receiving a summons) than whites, for the same suspected crime.

Controlling for suspected crime & other characteristics, blacks stopped 14% more likely than whites to be subjected to the use of force. /5
And here's kicker- despite Bloomberg's racist rhetoric, weapons seized in 1.0% of stops of blacks, 1.1% of stops of Hispanics, and 1.4% of stops of whites.

Non-weapon contraband seized in 1.8% of stops of blacks, 1.7% of stops of Hispanics, and 2.3% of stops of whites /6
Judge found these facts were available - but ignored: •"senior officials in the City and at the NYPD have been deliberately indifferent to the discriminatory application of stop and frisk at the managerial and officer level" /7
Judge: "targeting of certain races within the universe of suspicious individuals is especially insidious...Given the NYPD’s policy of basing stops on crime data, these races may then be subjected to even more stops and enforcement, resulting in a self-perpetuating cycle." /8
The judge found that the racism spouted by Bloomberg and echoed by managers drove racist policing despite evidence showing that whites were MORE LIKELY to have weapons and contraband - and choices of neighborhoods to police driven by that racism. /9
To be clear - stop-and-frisk is perfectly constitutional if done based on reasonable suspicion. But judge found it was the deliberate indifference to reasonable suspicion based on EXACTLY the racist lies spouted by Bloomberg here that made the NYPD program unconstitutional. /10
