Remember when Ds had to speed-read the ACA 3 times in the dead of night to get votes? The Rs denied UC.
The Ds made a bunch of objections and made a stink... and then stayed in their chairs.
It’s one thing for the government to manhandle and rough up a citizen. It is another to do it to a Senator. In fact, it pretty much never happens.
Shame is a powerful force against people who have yet to become inured to shaming.
We left that world a long time ago. Now it is mostly bully pulpit and negative power - the ability to slow things down and throw sand in the gears.
