When the NYPD is recorded urging officers to make stops on flimsy pretexts with no individualized suspicion, when countless people stopped assert racist mistreatment, when there's a recording of the NYPD calling a mixed race 17-year-old "a fucking mutt," what more do you need?

During grad school circa 2007 I spent a lot of time at a senior center in Harlem. Often I would take hour long walks before or afterward, wearing jeans and a hoodie and earbuds in. I saw a lot of stops. And no cop so much as looked at me twice.
And setting aside questions of racism for a moment, how is it permissible in a country with the 4th Amendment to stop Americans regardless of their race in a way in which ~90 percent are totally innocent? Given that you believe there was reasonable pretext for search? Come on
