1/9 Today's column reports on a private market to pay farmers to sequester carbon in their soil. It's one of the most promising climate policies I’ve seen because it avoids many of the pitfalls of others, as this thread describes. wsj.com/articles/how-t…
2/9 Sequestration can offset fossil fuel emissions which are economically impossible to eliminate (e.g. aviation). It thus makes net-zero emissions (or net-zero increase in emissions) more achievable and less costly.
3/9 The potential considerably exceeds other sequestration schemes: soil could absorb one sixth of global emissions. As usual, barriers are cost & scalability, e.g. introducing regenerative growing where soil is most depleted like Africa. But those barriers are surmountable.

Under the classical gold standard countries maintained gold reserves to back their currencies and manage international and internal gold flows. This meant interest rates could sometimes adjust to domestic conditions without threatening convertibility. /2
If you are in a fiat, floating currency regime and start targeting gold or a commodity basket, you don't have reserves of gold or commodities to manage the peg and as a result, interest rates must do all the work. /3

1/ I have some sympathy for @bhgreeley's argument that demand for dollars is analogous to demand for oil with similarly detrimental effects on manufacturing; I made a similar argument about Canada in the early 90s when its interest rates were quite high ...
2/ But in reality, dollars are assets, not commodities. Dollar demand is a capital, not current, account transaction so what @bhgreeley describes is not Dutch disease but a "hot money"/overvalued currency problem or, for reserve issues like US/Swiss, a Triffin dilemma...
3/ And I wouldn't say Dutch disease is reserved for developing countries; Netherlands, UK and Norway aren't developing.

1. In 1949, Congress passed the Central Intelligence Agency Act, which exempted funding for CIA from financial disclosure. In 1968, William B. Richardson, an insurance claims adjuster challenged the CIA Act, arguing it was in violation of Article I, Section 9 of the Constitution.
2. Article I, Section 9 of the US Constitution states: "No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of Receipts and Expenditures of all public Money shall be published from time to time."
3. Chief Justice Warren Burger delivered the opinion of the Supreme Court, which found that Richardson, as a taxpayer, lacked sufficient undifferentiated injury to enjoy standing to argue the case, noting that any "impact on him is common to all members of the public."

The last lawfully ratified state constitution of Pennsylvania is 1838. All the state constitutions after 1860 are NOT lawfully ratified because #Congress collapse on November 1860 when the southern nations seceded. I will remind everyone we are still under martial law since 1861.
Martial law was never lifted, there were never any peace treaties with the Independent Southern Nations after the international war of 1861. This prevented to restore congress of the southern nations & northern nations. Below I will tweet the preamble and Article I.

2. The base Constitution - the part *before* the First Amendment - is just a simple plan for, and detailed instructions for, a system of representative democratic government, or republic.

3. First comes the Preamble. In it the writers laid out the purposes of, and reasons for, a national government, a government which would tie all the original post-colonial nation-states into one unified nation under one sovereign government.

Appropriations: The Constitution says "no money shall be drawn from the Treasury, except in Consequence of appropriations made by law." That means Congress must write and pass a bill to spend every dollar that goes out of the federal Treasury.
B

Budget: Appropriations are not the same thing as the budget. The budget is a plan for spending for the next year. Appropriations actually spend the money.
