Here's a little discussed excerpt from Horowitz Report. After blowup between NYFO and Carter Page on Mar 2, 2016, NYFO contacted FBIHQ Counterespionage Section (in Counterintelligence Division) about opening investigation on Page. Received approval email from Section on April 1
2/ Horowitz didn't identify who NYFO contacted at FBIHQ Counterespionage Section or who within Section approved the case. Nor did Horowitz connect the incident to known figures in Crossfire Hurricane.

But there's an important (to say the least) link.
3/ in March and April 2016 (and still on July 31, 2016), the Section Chief, Counterespionage Section was ...... Peter Strzok.
4/ on March 21, 2016, Carter Page (then and subsequently not personally known to Trump) was identified as a member of Trump's foreign policy advisory team See

5/ OGC - presumably Sally Moyer and Kevin Clinesmith (the lawyer who later committed fraud on FISA) - were consulted on whether this was Sensitive Investigative Matter (SIM) and thus requiring additional notices and authorizations. Astoundingly they didn't require SIM.
6/ Horowitz also noted that the "relevant CD [Counterintelligence Division] section" at FBIHQ was consulted on SIM (as well as OGC [Office of General Counsel]). He didn't identify section (which appears to be a different section than Strzok's Counterespionage).
7/ the bottom line is that key operatives in the opening of the Crossfire Hurricane operation were previously involved in the approval of the NYFO Carter Page investigation shortly after Page announced as Trump advisor: from OGC (Moyer, Clinesmith); Counterespionage (Strzok) ++?
8/ Horowitz reported that, according to McCabe's contemporary notes, Carter Page, Manafort were discussed at July 29 meeting with Comey PRIOR TO opening of Crossfire Hurricane.
9/ prior to opening of Crossfire Hurricane, both Strzok's Counterespionage Section (and presumably Strzok himself) and OGC were knowledgeable about Page allegations and McCabe, Comey and senior FBI staff briefed on Page (and Manafort) two days before CH opening.
10/ nonetheless, Horowitz said that they could not find any documents or evidence that "information other than the FFG information was relied upon to predicate the opening of Crossfire Hurricane investigation".
11/ and yet the three opening investigations (Page, Manafort and Papadopoulos) were exactly the same persons on whom Comey had been briefed on July 29 prior to the opening of Crossfire Hurricane.
12/ rather than these three names emerging through the supposedly exhaustive research carried out by intelligence analysts upon opening of Crossfire Hurricane (research which would have yielded names such as Sater, Millian, Agalorov, maybe Don Jr, Ivanka), the opening names were
13/ exactly the same as FBI targets uner existing investigations which had not been conducted as SIMs. In a stroke, the investigations were re-commissioned, this time as SIMs, thereby laundering the previous work. Horowitz either failed to notice or pretended not to notice.
14/ one more thing: the first (or one of very first) persons brought onto initial Crossfire Hurricane team was Case Agent 1, who, together with other malefactors, had a major role both in deceiving the FISA court and perpetuating Russia hoax. Case Agent 1: Stephen Somma NYFO.
15/ while the two NYFO Counterintelligence agents who opened Page case were both women, it defies credulity to think that Somma, an experienced NYFO Counterintelligence operative with Russia experience, wasn't fully briefed on Page case while at NYFO prior to Crossfire.
16/ there's another important connection between NYFO, Carter Page and Steele dossier in July 2016.

on ~July 12, Gaeta called an ASAC1 in NYFO (with whom he was previously acquainted) and briefed him on Steele's scurrilous first memo (Report 80).
17/ The ASAC1 (who is not firmly identified yet) consulted with his SAC - who is almost certainly Louis Bladel, then SAC, Counterintelligence (NYFO) iccs.fordham.edu/program/iccs20….
18/ on Jul 28, Gaeta sent Steele report 94 to ASAC1 (and thus SAC1). This report is key as it contained fabrication about Page-Sechin meeting - a key tracer of Steele disinformation. This is same day as FBI Legat sent FFG information about Papadopoulos, one day before Comey brief
19/ on August 4, the ASAC1 (NYFO) told Gaeta that Assistant Director in Charge (NYFO) and the "Executive Assistant Director (EAD) level" at FBI Headquarters were "aware of the reports' [Steele memos] existence" Horowitz, pdf, 136.
20/ "EAD level" at that time would be Michael Steinbach, who was involved in Jul 29 Comey briefing and in chain of approval authority for Crossfire Hurricane. Contrary to Horowitz, he appears to have been read in to Steele allegations either at time of CH opening or within hours
21/ Horowitz reported that, on August 25, McCabe suggested that Crossfire Hurricane investigators get in touch with NYFO for potentially important information. Seems implausible that McCabe hadn't been read in to Steele allegations already,
