This sounds indistinguishable from a strategy of letting the virus run wild, limiting care to the extremely ill, and hoping it burns itself out without killing too many people, so the president doesn't look bad.
WHO is on to it, too, left to subtweet America over the fact that its government, led by Donald trump, has chosen to let the virus spread to protect the president’s political fortunes.
Trump appears to have let the window for containing coronavirus in the U.S. close on purpose, because he thought that might buoy the stock market and thus his re-election odds. I lack the words. From an honoring-the-oath perspective, it’s probably the worst thing he’s done.
We could consider testing them if that wouldn’t conflict with Trump’s plan to lie about the disease to keep the stock market aloft and his approvals above 40.

Their motives may differ slightly, but they are all committed to a course of lying to people, placing countless lives at risk, out of a mix of fanaticism and greed.

I believe this statement from Trump confirms this entire thread. An unbelievable betrayal.

This is the confession, no less inculpatory than when he casually admitted to firing Comey because of the Russia investigation, but a far graver breach of his oath.
Republicans in Congress and those who worked for him knew keeping him in office left the country in danger, and could have put an end to it at any time; they chose not to, and now, to hide their culpability, will go along with the big lie as the death toll mounts.

A clue about this from Trump: Referring to confirmed cases, he said, "I like the numbers being where they are."

I think Trump compared the testing debacle with the Zelensky call to begin habituating Republicans to say he did nothing wrong–shows consciousness of guilt about both cases and suggests he knows this could end badly for him.

It also makes me think there's a damning paper trail.
