Here’s what the president can and cannot do using the powers of the Defense Production Act of 1950 amended in 2014). This isn’t secret law or martial law. He can require companies to prioritize (accept contracts in service of) national defense. hsdl.org/?view&did=7600…
He can use loans, loan guarantees, and other incentives to persuade companies that already manufacture necessary stuff to do it much faster.
Here is how (as of 2019) the act defines national defense, which, in 1950 basicallly meant nuclear war. He CAN use the act for “emergency preparedness,” which directly links activities covered by the Stafford Act.
Sorting this out will be hard. I hope @WHNSC is on it. Now.

Some thoughts about communication and misinformation and #COVID19. 1. Mistrust of the federal government and other national culture-shaping institutions has devolved the locus of authority to states and localities. Look at how many subscribers your local health dept now has.
2. The major media needs a counter-disinformation strategy and pronto. This includes everything from backend editorial and headline choices to amplification effect training to reminders to audiences not to Tweet or share everything that scares them.
3. I do not see the point in @CNN deciding to “call” #COVID2019 a pandemic before health officials do. It seems simultaneously true that the reality is grim AND media-nourished panic responses can make it worse. Why brand this? Why call attention to the branding?

I’ve spoken to 3 former U.S. officials who played critical roles in various parts of the Russia interference criminal and counterintelligence investigations. Two have been in contact with the Justice Department within the last two weeks. None have been asked for interviews yet.
From what they understand, the pretext for the criminal investigation is procedural issues related to information _sharing_ by the FBI at one early stage of the investigation and may relate to allegations that have already been made public. They don’t believe it relates to /2
The early FISAs themselves or the pretext for the Russia investigation itself. Might relate to information not being fully shared and vetted that caused DOJ to take certain procedural steps that they otherwise might have not taken at that moment.

I don't know enough facts to have a fully-formed opinion on what to make of the FBI's use of an informant -- identified as a Cambridge prof -- to gather information about the Trump campaign's ties to Russia. BUT -- I do know that, from the outset, prepositions matter.
Here's what I mean. If the source was "inside" the campaign, that means he (a) was paid by the campaign or vendor, (b) was publicly affiliated with the campaign, or (c) was affiliated with the campaign privately but in such a way that the campaign claimed his as one of their own
Someone who develops information "about" the campaign but who isn't affiliated with the campaign... is not a source inside the campaign. It's a source, or an informant. There's no snitching. BUT (part II)... think of this scenario...

POTUS just authorized the Defense Production Act.
What is it?
The Act contains three major sections.
The first authorizes the President to require businesses to sign contracts or fulfill orders deemed necessary for national defense.
Defense Production Act...
The second section authorizes the President to establish mechanisms (such as regulations, orders or agencies) to allocate materials, services and facilities to promote national defense.
Defense Production Act...
The third section authorizes the President to control the civilian economy so that scarce and/or critical materials necessary to the national defense effort are available for defense needs.

I've been urging invocation of the Defense Production Act for some time; explanations below. How a president could not invoke it to compel/compensate production is remarkable. We know what we need and we don't have enough, not even in strategic stockpile. 1/

The Defense Production Act is a tool a president has, among many, to respond to the #coronavirus and can be used for domestic crises. He can compel contracts on manufacturers or set priorities. We know none of this is being done.

The President said today they are studying it. The problem is that production doesn't turn on a dime. At best, we have a few weeks until peak. This should have been done in January.

What could the federal government be doing? Title I and Title III of the Defense Production Act should be immediately invoked to prioritize and increase domestic production of ventilators and personal protective equipment. Here's how:
Title I of the DPA allows the President to "cut in line" or require private manufacturers to fill government orders for essential goods ahead of other contracts or orders the supplier may have. Title I of the DPA should be immediately invoked to ramp up current production.
Title III of the DPA should be immediately invoked to increase domestic production of essential equipment by providing purchase guarantees, subsidies, or other incentives to domestic manufacturers.
