Prediction: Unemployment will still hit 20%. It’s not even close to possibly being enough to make a dent. 
Pay everyone’s bills. Cover every businesses loss. Print money to do it. Some inflation will be the cost. Destitution and depression ensues otherwise especially given the regime’s botched response.
If you don’t want to have to become a temporary luxury communist state to survive pandemic as capitalism implodes then you have to be prepared for pandemics in the first place. We were not. Desperate times will call for desperate measures. Tax cuts and temporary UBI won’t cut it.
If the pandemic plan doesn’t cost $4-5 trillion and/or involves printing money out of thin air (which of course they can just do on the computer) then it’s just for show to say they tried. It’s just for headlines and optics to feed the narrative. But it’s not nearly enough.
