1. We may want to consider using $1 Trillion to start a single payer system. My reason is, having some amount of experience in the insurance insolvency practice, I expect many carriers are or will be insolvent and the state systems will collapse. AIG, but for medical insurance.
3. When I started insolvency practice I learned how state-regulated insurance system works. They daisy-chain all carriers in an industry market and they have to step up to pay off claims of a defaulting carrier. The system was not designed for a systemic failure. Eg AIG & CDS.
4. If my suspicion insolvency is near correct then seizing them taking both assets & liabilities would mean 5th Am takings claims might be zero, if they're insolvent. But that can wait. You take them and then all the employees become federal employee instantly. Voila. MFA.
