This cycle doesn't end until the entire 7 billion people are given vaccines which is still atleast a year away. The expensive option in short run but cheaper in the long run is to test anyone who shows symptoms and enfore lockdown for atleast a month!
Allow only those people on the streets who are having symptoms so they can be tested and put in isolation. geo tag them so they don't run off! If need be, lock those who wish to run off!
