MPs might sense-check this (welcome) offer from Government against the safeguards for emergency regulations in Part II of the Civil Contingencies Act 2004 (legislation.gov.uk/ukpga/2004/36/…).
The analogy between safeguards in that legislation to emergency regs made by a Minister and to emergency legislation made by Parliament is far from perfect. Nevertheless they remain a useful way to sense-check emergency legislation introduced by a Government with a huge majority.
The requirement in the 2004 Act to consult the devolved administrations seems to me especially important in both theoretical/constitutional terms and in practical terms given the reported disapora from the big cities of England to the less populous parts of the United Kingdom.
