The legislation is to be found in the Health Protection (Coronavirus, Restrictions) (England) Regulations 2020. And they control one's ability to purchase Easter eggs in two ways.
First, they restrict whether you may leave the place where you are living for the purpose of purchasing Easter eggs.

Second, they restrict whether a person carrying on a business which consists of or includes the selling of Easter eggs must shut up shop.

... or they are a food retailer (or off-license or newsagent).
So how, dear reader, does one square this terrible circle? The answer is that *if* you lawfully leave home to obtain basic necessities you may *also* buy an Easter egg (even if it involves going also to a different shop).
Homeless people enjoy very few advantages. But, if in funds, they can just go and buy an Easter egg without also other basic necessities.
