The Court noted that the @IndianExpress had reported on Saturday, that the RBI has given Rs. 99000 crore to Central Government. The Court inquired why a part of this amount cannot be used to vaccinate people.
The ASG submits that it is a matter of policy, and that there is an expert body to look into this.
The ASG submits that the vaccines for those above 45 years of age were procured for free. For those between 18-44 years, it has to be procured by the States according to the Policy.
Adv @PrasanthTweets submits that the number of vaccination has gone down after the new Policy came into place. This is despite the fact that the new policy was to "incentivize" the vaccine manufacturers.
Adv @PrasanthTweets submits that several private companies are providing vaccination to their employees but the public is not getting them from the government channels.
He adds that this is because of the Policy wherein State governments are made to compete with each other.
The Court notes that this is where the Central Government ropes in.They have excess funds from the RBI. Why can't they procure the vaccine from manufacturers & distribute it to everyone,particularly the poor?
The Court asks the ASG to get a response from the @MoHFW_INDIA on this.
Court is informed by the counsel for Government of India that the Kerala Government has put out a global tender to procure the vaccines.
The Court notes that the tender will take time and the cases are increasing everyday.
The matter has been listed for hearing on next Tuesday i.e. 1st June. The Central government has to file its response by Wednesday i.e. 26th May.

@WhatsApp has challenged the traceability provision in the Delhi High Court stating it is unconstitutional and against the fundamental Right to #Privacy as enshrined in Justice K.S. Puttaswamy vs UOI (2017).
In order to follow the traceability provision i.e. Rule 4(2), WhatsApp would have to break end-to-end encryption for its users thereby undermining privacy of messages to its users.

Not every citizen has digital literacy to be able to register online for vaccination via CoWIN's website or mobile application.
As @prateekwaghre pointed out that as of December, 2020, there are only 58 internet subscribers out of 100 people in India. This would further push people from getting #vaccination. @drharshvardhan
