...in accordance with specific goals and objectives. Usually, it begins in the time of peace, during the "high-threat stage," characterized by the following features:

1. in the foreign policy area, there are continuous intensive negotiations between diplomats (including intermediaries); trade, economic, cultural, and other relations between members of opposing groups are curtailed; there are various border conflicts, etc. 3

2. In the economic field, the pace and volume of military production are increasing... 3. In the military field, intelligence activities are intensifying; there is a concentration of troops in the border areas; partially mobilized reservists; The armed forces are on alert. 4

In the domestic political area, ...chauvinistic and nationalist sentiments are kindled; ...censorship is introduced in all mass media; the activities of opposition political parties, pacifist and dissident movements, etc. are prohibited (or significantly restricted).5

In the field of psychological warfare:
· the confrontation between potential adversaries in the information sphere is sharply intensifying;
· there is a combat deployment of psychological warfare experts;
psychological operations begin to be carried out. 6

The duration of the "high threat" stage depends on the development of the situation ... As a rule, it includes a "period of increased tension" ranging from 1–2 to 8 months, & "period of a sharp aggravation of the situation" lasting from 5 to 25 days. 7

IMPORTANT! With the outbreak of hostilities, various operational and tactical psychological operations are carried out, which are a continuation of the strategic psychological operation and an integral part of the armed struggle. 8

Psychological operations in a "high threat" stage are usually carried out to achieve the following goals:
· isolation of an adversary in the international arena;
· undermining the moral & psychological state of the personnel of its armed forces and the civilian population; 9

· Strengthening anti-war and anti-government sentiments in the enemy's country;
· Consolidation of the population and personnel of their armed forces and allied countries. 10

The psychological impact on the personnel of the enemy armed forces is carried out in the form of:
explaining the catastrophic consequences of war for specific military personnel and their families;
discrediting the military-political leadership of the enemy state; 11

· incitement of contradictions between different social and ethnic groups in the army of the enemy
· promotion of their superiority in combat training, military equipment, etc
· indications to the enemy servicemen of ways of evading personal participation in hostilities 12

The psychological impact on the civilian population of the enemy is carried out in the same forms as the impact on the personnel of the enemy's armed forces, plus calls for participation in anti-war actions of the opposition, religious and pacifist organizations. 13

The psychological impact on the population and military personnel of NEUTRAL & ALLIED states is carried out:
discrediting the leadership of the enemy state;
promotion of the goals and methods of their own foreign policy;
Propaganda of military superiority over the enemy.14

This is an old textbook; the new ones are classified and I don't have access to them. Those, who doubt that the US and NATO need a military strategy, please re-read. We are under attack that's been going on since 2014.
