Here’s what the police investigation determined about the fatal shooting of Shawn Cannady on March 6, 2009. The officers said they approached a vehicle that tried to pull off, bumping Rayam’s partner Jason Giordano in the leg. Rayam shot once, hitting Cannady in the temple 
Rayam's partner of seven years, Momodu Gondo, told the FBI and testified yesterday that he stole money with Rayam, Giordano and Tariq Edwards, another officer who was at the scene of the fatal shooting
Gondo told the FBI and testified that Rayam had once told him that he "just shot him" because he thought "fuck it, I just didnt want to chase him."
An officer who responded to the scene: Kendell Richburg.

A closing thought on Gondo & Rayam: both made serious claims against each other that the accused denies. Gondo denied that when he was shot in 2006, it was retaliation for drug trafficking, as well as another Rayam claim that he once “laid someone out”
Anyway, complaints against police and investigations remain secret in Maryland. And instead of setting up a task force like many agencies across the country rocked by major scandal, the BPD is doing an internal investigation, which means the results won’t be known.
