The OPR was nowhere in sight when McCabe’s wife was taking bribes on his behalf while he was investigating the Clintons. Not even to point out an obvious “appearance of impropriety.”
The ‘decision’ by the OPR about what to do about McCabe’s leaking, is … leaked?

McCabe is under criminal investigation. (Likely multiple criminal investigations). The OPR is not allowed to discuss personnel issues, ever. So ask yourself why would the OPR story be leaking now?
The timing is transparent. The IC (FBI and DOJ) goal is to weaken Jeff Sessions and create a firestorm demand for POTUS to fire Sessions, if the AG doesn't immediately fire McCabe.
If Sessions does fire McCabe the duplicitous media will immediately point to this:
....And use that framework to pitch a narrative that Sessions is politicized - therefore all DOJ investigative outcomes are null and void.
This is how the corrupt "small group" will defend itself. Again, Sessions is being set up. Either he fires McCabe and compromises all DOJ investigative work behind the cloud of politics. Or he doesn't fire McCabe and POTUS Trump fires him. For the scheme team it's a win/win.
