New question: What can governor do to enhance open meetings, open records.
Edmondson: Wants Legislature subject to the act. Wants an ombudsman in gov office to call for help in open govt.
Lawhorn: Also need transparency in local and county offices. Apply the law to all levels of govt.
Stephens: We need 100 percent transparency. Honesty and integrity in office.
Fisher: Trust in govt. is at all time low. That's because of those in govt. We need governor who leads on transparency. If a gov will lead, the team will play. Audits at local level.
Joe Exotic: Crooked politicians start as little, mini politicians in city government. Rebuild the whole thing. It's up to you if you want transparency.
Barnett: Judges are also exempt from open records act. They also need to be transparent.
Jones: We audit counties and we write them up. We audit cities on special request. As governor, wants hotline to report violations of open records/open meetings act.
Powell: Governor can lead. In last 8 years, we have had a governor who fought the release of information.

Next question: Studies show benefits of early childhood education. What is your view on this and how do you prioritize?
Lawhorn: Focus on age 3-5 and recognize their strengths and weaknesses. Put more into the system by cuttting number of superintendents.
Stephens: We cut education down to the bone. What do you expect? Make education No. 1 in your state. Early childhood is the foundation. You can't cut corners, or it will come back to haunt you.

Next question: Should marijuana be decriminalized?
Powell: Vote for medical marijuana state question, SQ 788. But too many people are in criminal justice system on drug offenses.
Edmondson: Difference between decriminalize and legalize. We already took a step toward decriminalization in 2016 state question on criminal justice reform.
Lawhorn: Not much difference between smoking a plant and a nip of whiskey. Too many people in prison on drugs.
Stephens: Move toward decriminalize, but also need to protect public. Need blood tests for fatality wrecks involving drugs.

Next question: Recent legislation focused on adoption and religion. How does your interpretation of 1st Amendment address religious liberty.
Jones: We need to focus on the children.
Powell: We have a lack of foster and adoptive parents. We have freedom of religion and orgs have right to operate as they choose, but they don't have right to do that on public dollar.
Edmondson: My understanding is that the bill allows private agencies to stay private, but they can't do it with public money.
Lawhorn: Govt. can't discriminate for any reason. End of question. But if private org wants to limit, they can but it can't be affiliated with govt.

Ten years later, Shyla is almost close to realising her father’s dream. She is doing her nursing course, and she needs help. As a society that sent her father down the sewers, I think it is our responsibility to see that she becomes a nurse.
When I met her again last month, Shyla was exuding confidence. “I will soon be a nurse and if you need anything, call me over” she told me and i cant wait.
Shyla’s course fee for third year comes close to Rs 1 lakh. I already have someone pledging Rs 10,000.

I want to think out loud a little bit about a concept that has been stuck in my head for the past few months:

"Rationing by friction"

the (sometimes unintentional, sometimes malicious) phenomenon of restricting access to govt services by way of process & paperwork requirements
In a lot of ways, the ideas we talk about (user-centered design, service design, usability, feedback loops, instrumentation) are often taken as niceties, when in fact they are targeting a core problem:

every friction-laden step prevents some # of people from getting help
In the academic literature, this is referred to as "administrative burden" and the best background paper is this: batten.virginia.edu/sites/default/…

breaking down burden into 3 buckets (learning, psychological, and compliance)

THREAD: This week has been hectic for me, in part because of learning about Medicaid in IL, & coverage of "supportive care" for people under 65. The limitations are horrendous. I still don't know them all, but here's what I've learned so far--the hard way. /1
There are TWO TYPES of Medicaid. I don't know if this applies just to IL, but some research has told me it's the same in other states, just using different terms. In IL, there's "community Medicaid"--the standard version--& a form that applies only to "supportive care homes." /2
You have to be careful not to confuse "supportive care" with "assisted care." In IL, the second type of Medicaid only applies to "supportive care" facilities. Many of those sorts of places advertise as "assisted care" because they do not take Medicaid. /3

the greatest lesson my nurturing energy has learned this year:

my well-meaning behavior doesn't give me a right to others energetic spaces.
having pure intentions doesn't always keep the waters from muddling when we meddle in others lives. boundaries are in place for a reason.
it's fascinating to think about my behavior, and this concept, in retrospect: "i'm helping them. why wouldn't they want my help?"
