Interestingly, this has happened just as Brussels has warmed to May's preferred customs partnership option. But in truth, what the EU really wants is a legal guarantee from Britain it won't leave the Customs Union until a replacement system can be proved to avoid a hard border.
So, Gove's idea will be seen as welcome pragmatism on that front. But also probably with some bemusement as Brexiteers basically signing themselves up to permanent Customs Union, unless some truly miraculous technology comes along. You know the old saying about enough rope...
