Ramos was apparently convicted of criminal harassment around 2010-2011 which led to the Capital Gazette writing a story about his failed appeal of the conviction.

It has not been confirmed that this account is indeed the assailant's but it certainly appears to be - and seems to generally track with a cursory Google of his name and the results.
If this is indeed the person, his motive would seem to be a long-simmering personal grudge.

Yes, Trump and his rhetoric may well have played a role.
However, what I've read in his apparent past writings and court cases points to a man who had massive mental health issues and a huge grudge against this paper.
