Here's another example of excellent, reasonable, sensible @ukhomeoffice decision-making. Outright refusing an application for 4 children and their mother just because they didn't answer their phone when Home Office rang them. The family had paid hundreds of pounds fee, of course. 
Family paid hundreds of pounds, completed forms correctly, submitted lots of evidence. Home Office not even disputing this. Application pending for months. During those months, @ukhomeoffice phoned them some random day. They couldn't answer phone. So applications just refused.
So the family has to apply all over again now. Have to pay hundreds of pounds fees again and wait another six months or so.
And probably best advised to take time off work and life, and just sit staring at the phone all day in case HO randomly phones at any time of any day!

The children are at school. registered with local authority, have GP, living settled life in the UK etc. Father is working and paying taxes. Have rented house etc.
But Home Office phones them one day, they don't answer. Obvious conclusion is the family is not resident in the UK!
