UK spy agency GCHQ's access to vast amounts of personal data from telecoms companies was unlawful for more than a decade, tribunal rules: bbc.co.uk/news/technolog…
In Oct 2016 the tribunal issued a similar ruling, stating GCHQ & MI5 unlawfully maintained mass surveillance databases - known as "bulk personal datasets" - for 17 years. theintercept.com/2016/10/17/gch…
Latest ruling has striking details on GCHQ's interactions w/ UK-based phone/internet companies. Agency's demands for access to their data sometimes purely verbal (no written legal order) & "unlimited in scope, applying to all the networks." No indication companies pushed back.

Key to this story is 265.com, a Chinese-language web directory service that claims to be “China’s most used homepage.” Google purchased the site in 2008 from Cai Wensheng, a billionaire Chinese entrepreneur.
Unlike most Google-owned websites — such as YouTube & Google.com — 265.com is not blocked in China & can be freely accessed by people in the country using any standard internet browser. That makes it uniquely valuable for the company.

I spoke to @YonatanZunger, who was until last year a 14-year veteran of Google & one of the leading engineers at the company. He was among a small group who had been asked to work on Dragonfly -- he was tasked with producing a privacy review of the China search engine.
Zunger is the first person with direct involvement in Dragonfly to go on the record about the project. He told me it was managed in a "highly unusual" way from the outset.
Zunger said that in early 2017 he pointed out to executives managing Dragonfly that Chinese people could be at risk of interrogation or detention if they were found to have used Google to seek out information banned by the government.

Amnesty says the censored search engine - known as Dragonfly - would “irreparably damage internet users’ trust" in Google & “set a dangerous precedent for tech companies enabling rights abuses by governments.”

UCC had opportunity to comment on the #Data.Protection & Privacy Bill. The enactment of this law is long overdue. A comprehensive law on the collection & processing personal information gives effect to the right to Privacy envisaged under Article 27(2) of the Constitution
UCC welcome the protections offered by the Bill in terms of export of data, breach notification requirements, data subjects access rights, automated decision making, compensation and the right to be forgotten and provision for financial and penal sanctions for breach of the law.
Distinction between Data collectors & data controllers.
The Bill should however clarify & distinguish Data Collectors, from Data Processors & Data Controllers. Clause 2 is inconsistent with international good practice which provides for two broad categories of Data Controllers

It’s very similar to the argument I make in my book The People Vs Tech (available in all good etc etc). Many similar recommendations too. Ignore the headlines: though originally about fake news, it’s actually more about platform responsibility & micro-targeting.
