UN Guidelines for the Regulation of Computerized Personal Data Files (1990). Provides FIPs / data protection principles but doesn't define 'personal data'.

Does anybody know guidance or decisions on that explain how the UN 'personal data' concept should be interpreted?

Fascinating how, broadly speaking, data privacy texts around the world use the same handful of Fair Information Practices / Data Protection Principles.

Another UN document, recent, gives this personal data definition: "data, in any form or medium, relating to an identified or identifiable individual who can be identified, directly or indirectly, by means reasonably likely to be used.." undg.org/wp-content/upl… Thanks @lopalasi !

Checking out Facebook's new terms & conditions (a small thread). Facebook seems to invoke necessity for performing a contract (art 6(1)(b) GDPR) as a legal basis for targeting ads to its users.
Facebooks new ‘Data Policy’ (19 April 2018) says:
‘We use the information we have [on you] to deliver our Products, including to personalize.. ads..’ facebook.com/about/privacy/… Hence, Facebook seems to see personalizing ads as a part of delivering its product.
Facebook also says: ‘.. we process data as necessary to perform our contracts with you.. The core data uses necessary to provide our contractual services are:.. To provide, personalize, and improve our Facebook Products’ facebook.com/about/privacy/…

UCC had opportunity to comment on the #Data.Protection & Privacy Bill. The enactment of this law is long overdue. A comprehensive law on the collection & processing personal information gives effect to the right to Privacy envisaged under Article 27(2) of the Constitution
UCC welcome the protections offered by the Bill in terms of export of data, breach notification requirements, data subjects access rights, automated decision making, compensation and the right to be forgotten and provision for financial and penal sanctions for breach of the law.
Distinction between Data collectors & data controllers.
The Bill should however clarify & distinguish Data Collectors, from Data Processors & Data Controllers. Clause 2 is inconsistent with international good practice which provides for two broad categories of Data Controllers
