For mass block. Everyone block. The program I am running have identified these two accounts as being at the center of the vicious troll network:

..the reason everyone they follow: The analysis suggests that they establish massive numbers of sock puppets, which they then use to review/troll accounts even when they are blocked.
...one more point. I recognize that they may follow legitimate people. Blocking everyone is a way to clean up twitter without much effort. Blocking everyone who is both a follower and followed is a little better. Blocking those followed after hand-review will target the bad ones.
