This is HORRIBLE advice.

Storm surge is not factored into hurricane categories.

The size of a storm factors into the size of the surge. Florence was a HUGE storm, meaning that even though she's "only" a Cat 2, she could have a bigger surge than other stronger storms.
But don't take our word for it, listen to the National Hurricane Center.

Also, Hurricane Camille came ashore as a Category 5.

Hurricane Katrina came ashore as a Category 3.

Katrina's storm surge was worse.

More factors that impact storm surge; in short, DO NOT FOCUS ON HURRICANE CATEGORY ALONE.

Storm surge accounts for half of all hurricane deaths.
