Here's Trudeau's full remark about marijuana legalization and U.S. border policies, which he made before these latest U.S. statements came out. He said: "I certainly won’t work to assume or impress upon the U.S. who they have to let in or not." 
It's unclear what level of equity in a cannabis company the U.S. considers grounds for refusal. We know a Canadian venture capitalist has been given a lifetime ban for a cannabis investment. Some lawyers think unlikely an average stock investor will be barred, but nobody knows.
