This is, in effect, discrimination against poverty
As I've pointed out before, there is dark history of the use of these sorts of policies 2/
Programs like SNAP and WIC improve educational and health outcomes for kids in our schools, but Trump want to block access for immigrant kids. We are collectively better off when ppl use public health insurance rather than the emergency room, but Trump admin blocking this. 3/
New Trump admin inscription for Statute of Liberty: "Give me your tired, your poor, Your huddled masses yearning to breathe free. If they can't post a 10K bond throw them the hell out." 4/
Immigrants are used to Kafkaesque bureaucracies, but its hard to beat this catch 22. Immigrants have to show they have health insurance coverage for any significant health conditions, but can't use public health insurance. 5/
The effect of Trump admin policies will be that immigrant parents will have to decide between feeding their kids, making sure they have health care, or giving them a chance to stay in the United States. 6/
The consistent policy of the Trump admin is to limit immigration - jail undocumented, offer fewer legal slots, make it harder for those already here. These guys care nothing for the American dream of coming to the US, working hard, and making a better life for your kids. 7/
Anyway, there will be a public comment period. Would welcome other academics interested in working on this. 8/
Some good perspective on how radical this proposed rule is: 9/
One other point - relative to other points in time when the public charge policy was applied so strongly, its become exceptionally difficult for most people to function without some sort of welfare. For example, half of all Americans use SNAP at some point. 10/
Read the whole thread, but take note this key point. 11/
Some crazy assumptions in the proposed rule. Only people about to apply for change in status would be likely to disenroll. The rule itself notes that confusion over status led much largre numbers of immigrants to not take benefits after welfare reform in 1996. 12/
Sort of weird that the proposed rule is upfront in saying "yes, there will be health, welfare and educational costs but the only costs we actually count are the additional time spent filling out paperwork" 13/ dhs.gov/sites/default/…
When others would offer blanket criticisms of the US, I'd point out it had more inclusive policies for the disabled, including immigration policies than most. Read @aneeman's thread on how the Trump admin wants to make that a thing of the past. 14/
