Resources Control Board is constituted and what duties it performs. Meeting about to begin: All Supervisors are present. Consent items #49 pulled by public member.

Proclaim the month of October 2018 as Sudden Infant Death Syndrome and Sudden Unexpected Infant

Awareness Month. Some are preventable via sleep environment. This is done by education.

Proclaim October 11, 2018 as “Ashley Quintana Day” presented by Workforce Connection’s Blake Konzal. Went from a bad situation in Oregon but via Workforce is now working at Amazon Fulfillment Center (warehouse). 95% of Education paid by Amazon. May eventually go into paralegal.

@AndreasBorgeas wants to have a better relationship with Water Board “that hasn’t always been to our county’s benefit”. How is it constituted? Do we need a ballot measure? Currently appointed by Governor. Borgeas and Mendes along with County lobbyist would like to be named.

Lobbyist Michael Corbett says appointee must have expertise to be on it. That model can be changed to a different form. @BuddySupervisor Mendes says “expertise doesn’t mean you actually have expertise. This is a long path “ Water Board is five Member, (engineers, water quality

Agriculture etc). Changes to that board could be made by legislation. Ballot will be expensive. Lobbyist Yoder suggests adding more board members with different qualification. This is what Air Board did. Borgeas and Mendes would like to start that conversation with State.

Lobbyists now talk about other issues that may effect County. A major Bail Bill SB 10 was passed. Cash Bail not completely eliminated. Other than violent crimes an assessment is made to make risk level. Lobbyist says all career criminal started somewhere. There will be a big

savings for Jail as less pre-trial Meetings. Goes into effect next October. Prop 57 change: 14-15 will not be tried as an adult unless murder. Wildfire Bill signed. 3 million acres burned. Counties could’ve been liable without it. Gas Tax Repeal Prop 6 could hurt roads. Prop 3

A large water bill could effect Fresno County too. IHSS changes coming too. New Governor will bring lots of turnover. Borgeas asks about Bail Bond. Says Bail Bond Industry is looking to put a ballot measure in 2020 as their entire business model is under threat. Some original

proponents ended up not liking final bill so they may be willing to help bondsmen in turning it over. Also Risk Assessment is brand new and a cottage industry may spring up with this. Borgeas asks about San Joaquin River adoption into state. Governor Vetoed that maybe because

of cost to acquiring river says lobbyists. Bill may return. Consent item 49 : Public Impact Fees: Radley Reep wonders 1)what analysis were used for impacts on safety fee concerns still doesn’t exist. 2)Also how will this effect General Plan. New development pays for their impact

Discontinuing these impact fees now ? What is reason ? Staff Member Steve White: says Board is in compliance with General Plan. Magsig says original Nexus Study was done that made these 6 silos. New Nexus Study: Currently down to two silos.

Selling of old Juvenile Hall on 12 acres to Fresno Unified for $1.2 million. FUSD’s Karen Tumble thanks Board. A alternative high school educational building for at risk students. Quintero: any other services? A: Possibly a public health center. Tumble: called an Urban Academy

that would encourage students to help solve urban problems. Quintero thanks County staff for the years trying to find a solution for that site. Approved by Board. Moving on to Supervisors Reports and Comments: None today. Board Appointments. Borgeas says Art Council appointment

was made in the past but rejected by Art Council. Can they do that? County Legal Counsel Days the Council is a separate entity/corporation and have their own rules. Borgeas says appointee was Art Council preferred option but something changed. Mendes asks if we can refuse to

partner with Art Council? Borgeas wants to first find out what happened? Board could ask Art Council to come in front of Board. Board Clerk will contact Art Council first. Pacheco: Proclaim September 2018 "Hmong History Month" in Fresno County

Radley Reep thanks Board for meeting with League of Women Voters regarding General Plan. Reep wants direction from Board regarding letter. Quintero says something is being set up. Reep says Quintero staff says he had not wanted to meet Reep asks for direction before Tuesday’s

General Plan Network Meeting with League of Women Voters. Quintero hopes it will happen. Next public: A SEIU Homecare provider says many Care Receivers go thru multiple care givers due to low wages given. Please increase their wages. Board goes to Closed Session Items.

@BuddySupervisor asks that today’s board meeting be adjourn in memory of long time dairyman and Community Supporter Tony Mendes of Riverdale.
