Facebook is taking the position through this answer to @MarkWarner that the @FTC signed off on Facebook's practice of sharing friends data with third party apps, in this case allowing GSR to harvest 87 million records many of which were sold to Cambridge Analytica. /2
This is not an answer. What we do know: Facebook has said they were made aware by the Guardian (which reported on dec 11, 2015) and Zuck admitted to @SenKamalaHarris in his hearing that a decision was made not to inform users. Here is how they dodged @MarkWarner's question /3

What Facebook never says here is whether they build a profile for the device. Yes, if the user doesn't have an account then Facebook may not build a profile for the "person" but to Facebook a mobile device is the same thing as a person. /5

Important to note this one year grace period below opened window for Cambridge Analytica (CA) to happen. According to the recent UK ICO report, it was during this period in which SCL's CA helped Kogan and Chancellor create GSR (page 29,30, see below). /7 ico.org.uk/media/2260277/…
This answer by Facebook regarding GDPR is so divorced from reality I don't even know what to say. Consider Facebook mines users' browsing history on 8+ million websites, app history and location data so that it can sell micro-targeted advertising. /8
Facebook notes their transparency in purging fake accounts since April 2017. Reminder, Facebook purged and buried 6+ million fake accounts on a holiday weekend in April 2017. I'm near-certain those 2 sentences overlap and we have almost no good answers on what Facebook dumped.
Facebook ducks @SenFeinstein question on contractors in the 20,000+ safety and security personnel. Facebook does answer that approximately 1% of these people work on election integrity issues.
Facebook says it's always had channels of communications to escalate information operations to senior leadership. That being said, Facebook's CTO testified to @CommonsCMS he couldn't recall the previously mentioned major purge of fake accounts (). /11

This is the most info we've received from Facebook on timeline of certifications. Life comes at you fast but Facebook says they demanded GSR delete the data meanwhile we know from previous answer to @SenatorBurr the co-founder of GSR was employed in the Facebook building. 🤦‍♀️ /13
Facebook says they didn't audit Cambridge Analytica because they didn't have any agreement to do it. FB neglects to mention they provided employees to work alongside Cambridge Analytica to run millions $$$ in micro-targeted ads likely leveraging this same exact data set. /14
ok, that's it. some new info and much dodging. Three things I would do: 1) Find out who knew what/when on the leadership team regarding GSR/SCL/CA and who was involved in the decision not to inform users ()
2) Request and, if necessary, subpoena all records related to Joseph Chancellor. Facebook has been way too evasive on his hiring, who knew about him and why it took so long to do anything about him. Also, see if he has an exit NDA, and release him from it. /16
3) Finally, Senate Intel should encourage Facebook to testify at the 5! Parliament session later this month. They know the right questions to probe. We're all in this democracy experiment together. See their thread today. cc @DamianCollins @bobzimmermp /17
