1. It is infuriating to hear from official griots: d Prez cannot restructure. Only NASS & state Houses of Assembly can. Face ur reps. And bla and bla and bla. Of course d Prez cannot restructure with a stroke of the pen. U think we are stupid? U think we don't know that?

2. The Prez cannot restructure is what is on paper. Nothing in Nigeria works that way. Everything in Nigeria works & moves in d direction that every institution in d polity, every branch of dat democracy, every herdified citizen believes to be d wish, will, & desire of the Prez.
3. We don't want it that way but Nigeria, as is, is a primitive daily guessing game of what does the President want, what would the president like? Every institution is corralled into this dependency on Presidential will and desire, giving the President enormous symbolic powers.
4. Any Prez who genuinely desires restructuring can breathe enormous symbolic oxygen into the process. If the body politic senses that such is the President's genuine desire, magic happens in Nigeria. State HoAs and citizens will acquire the inflatus needed for the process.
5. It is in recognition of this enormous symbolism of the Presidency that APC and the President paid lip service to restructuring during the last campaign. Now they are running away from it out of integrity deficit and aides have suddenly discovered constitutional finesse.
6. Don't add insult to injury by assuming that nobody knows the constitutional legalese of the process.
