NEW: NCSBE says the hearing will be in Raleigh at 10 a.m. on January 11 #NC09 #ncpol @wsoctv
#NC09 hearing is on the following races:

- NC09
- Bladen Co. Soil and Water Conservation District Supervisor
- Bladen Co Commission D3
- Seat 2 on District Court in Judicial District 16B (Robeson Co)
Candidates in the affected contests can submit written briefs by Jan 6 saying why they think the race should be certified or why they think a new election should be ordered. #NC09 #ncpol @wsoctv
At the #NC09 hearing, the State Board chair will call witnesses and staff will examine them

Those witnesses will also be available for supplementary examination by State Board members and for cross-examination by counsel for candidates or by the candidates themselves @wsoctv

Evidentiary standards:

Hearsay: "hearsay evidence will likely be admitted if found to be reliable"

News articles: "Articles from the news media may in some limited instances be admitted if offered for something other than the truth of the matter asserted."

Failure to produce all materials requested or subpoenaed by the State Board, or failure to attend the hearing pursuant to the subpoena, "may permit the State Board members to draw adverse inferences against those individuals or entities" #NC09
The State Board will deliberate in open session unless a majority of members want to deliberate in closed session for purposes permitted under G.S. § 143-318.11

The vote no matter what though will be in open session #NC09
The NCSBE hearing will be open to the public.

It is at 10 am on January 11 in the courtroom of the North Carolina State Bar, located at 217 East Edenton Street in Raleigh, North Carolina.

NEW: Three say they gave their absentee ballots to strangers who promised to turn them in to officials.

They all said they don't know if they were turned in.

I checked the voter database. There's no record of these three voting in the 2018 election. Story at 6 @wsoctv #NC09
So what happened to those ballots? Good question.

The two women I interviewed earlier this month who were paid by Dowless to pick up ballots said they always delivered the votes to him. They didn't know if he turned them all in #NC09
An affidavit filed by the Bladen County democratic party chairman says he was told that someone heard McCrae Dowless had a new method... throwing absentee ballots in the trash #NC09

#New PA cong. map increases D chance of winning the House majority by 4%. They only need a 6.8% generic ballot margin now (down from 7.7) to be favored.

Diff. will be closer to 10% in Nov when uncertainty from polls is ⬇️. Redraw is a very big deal.

One major reason the new PA map is such a big gain for Democrats is that it solidifies, not just tips, PA districts in Philly burbs. Also creates one additional vulnerable R district. (Easily seen in this map made by @JMilesColeman)
My forecasting model will have new PA map in the near future. This is not just a simple switch; it’s a coding redesign, restructuring of input, & drawing new geographic files. Takes a while (for me, a student).
