Kramer was working for John McCain at the McCain Institute.

3) John McCain famously denied being source for BuzzFeed's Bensinger.

Semantics on McCain's part?

8) David Kramer already had the previous 16 reports which comprised entirety of Steele Dossier until Steel wrote his 17th (Report 166) on December 13, 2016.

Kramer also met with Victoria Nuland re: Dossier in early Dec

Nuland had Dossier since early July '16 via FBI Agent Gaeta

9) At Dec meeting, Kramer discussed, but did not share Dossier with Nuland or Wallender.
