AWS Config records 20% (67/334) of the resources that can be created by AWS CloudFormation.

The numbers are a little awkward to compare as 1) CloudFormation does not represent the total number of AWS resource type that exist, and 2) AWS Config sometimes supersets multiple CF resource types (ex. CF has SecurityGroup, SecurityGroupEgress, & SecurityGroupIngress)
But the important take-away is AWS Config does have anywhere near 100% coverage of all resources in an account. I don't know of any tool that does. CloudMapper's collect could be expanded to solve this problem if someone wanted.
