Troops on the ground viewed Pelosi's trip as a chance to gain inroads with someone in the US govt who could see the need to keep troops in Afghanistan. Trump's drawback declaration significantly lowered morale among officials and soldiers.

The White House claimed that Trump coordinated with DoD about denying Pelosi use of military aircraft but Pentagon officials say they were blindsighted and that the WH hadn't coordinated with senior officials in Kabul about the cancellation either.
