Surely Parliament could legislate to require the Prime Minister to revoke the Article 50 notification, if Parliament has not approved the Withdrawal Agreement and Political Declaration by (say) March 28?
E.g. EU (Revocation of Notification) Act 2019:

1. (1) The PM shall revoke the notification issued on 29/3/2017 under Article 50 TEU

1. (2) Sub (1) takes effect on 28/3/2019 if the withdrawal agreement has not been ratified in accordance with EU (Withdrawal Act) 2018, s 13
