3/ The terrific @MuellerSheWrote podcast a few weeks ago observed that the foreign entity had a NYC office. (I think it was pseudonymous AG).
IIRC, she concluded that this fact eliminated VTB and VEB, due to sanctions. I haven't double-checked.
