It/ Cooper need same 25 Tory MPs rebels as in November
- correction the 25 rebels were in early December on the Business of the House motion amendment (on same day as contempt vote). That led to a 321-299 Government defeat despite DUP and 4 Labour voting with Government
Grieve amendment takes control of Commons business away from Government every Tuesday from 12th Feb until Brexit Day. It’s procedural, doesn’t specify what it is to be used for. Some argue realistically required to help Cooper Bill across line

Despite that Spelman motion - net net I’d say the chances of No Deal have shot up - the message Commons has sent is doesn’t want to step in, only send a message. Plus some Tory remainers rebels are starting to find an accommodation with managed No Deal too...
