The Fox & Friends team often end up serving as the "moderates" in the Fox cabinet; they generally care less about policy than, say, Lou Dobbs, and just want to be able to cheer presidential "wins."
Meanwhile, Sean Hannity, Lou Dobbs, and Laura Ingraham are lined up against the government funding proposal.

That this matters is not a sign of a healthy, functional governing process.
All of these commentators are conservative, and all of them are pro-Trump, but there's a range on how transactional they are about it -- how much they support Trump because he's Trump versus supporting him for what they want him to accomplish.
You tend to see wilder swings and hackier behavior from the less ideological, more Trump-focused ones.
From most ideological to most Trumpist, I'd rank them:

Dobbs
Carlson
Ingraham
Hannity
Pirro
F&F
