Conclusion: basically, the Government is not ready for No Deal, and businesses and individuals are even less ready, and there is not enough time now before March 29th “to unilaterally mitigate the effects”
Now a rather interesting question is how much of the above can be sorted or sufficiently mitigated by a three month extension to A50...

These two paragraphs 16/17 basically say - Businesses and individuals are not taking No Deal seriously enough and should be preparing more... no changes in applications for for insurance green cards and international driving permits...
